Poverty and Human Development Monitoring Agency (PHDMA) has been constituted by Government of Odisha vide their Resolution No. 9038-PTF-I-21/2002-P dated 16.06.2005 under "Fiscal and Administrative Reform Programme" with a view to monitoring and strengthening human development and poverty indicators in Odisha. The Agency has been created as an autonomous organization under the administrative control of Planning & Convergence Department, Government of Odisha. The Agency is, registered under the Societies Registration Act, 1860 with a view to ensuring necessary operational flexibility and autonomy subject to the overall direction and control of the State Government.

PHDMA emerges as a Centre of Excellence by 2020 with regard to research and analysis of human development and poverty issues.

Our Mission

The agency aspires to promote research and thematic studies in the field of poverty and human development with particular focus on:

  • Acquiring and disseminating best practices on Poverty reduction and addressing Human Development concerns.
  • Publication of State and District Human Development Reports (HDRs).
  • Monitoring and evaluation of various government programmes / schemes.
  • Establish network of reputed national and international research institutes and organizations both in public and private sector.
  • Creation of a disaggregated Data Bank on poverty and human development indicators.

A Poverty Reduction Action

PHDMA has made an effort to reduce poverty by way of demonstrating alternative livelihoods options for poor and vulnerable people of Odisha through a pilot livelihood model “Odisha Fund for Development Initiative (OFFDI)”. Innovative Efforts

Shri Prafulla Meher of Bandhapali, Bargarh district, innovated an advanced power driven machine to enhance capabilities of weavers in winding yarns. This saves a lot of working time and also helps raise their income. This initiative was supported by PHDMA under OFFDI. More...
